It is indeed a privilege and pleasure for me to welcome our visitors to the website of Kashmir Institute of Management (KIM), the premier civil service training institute in the capital of Azad Jammu and Kashmir, has very proudly completed thirteen years of estimable public service delivery, by the grace of Almighty Allah, with a lengthy list of achievements and volumes of acclamation by the high ups of the State.
Welcome to the Kashmir Institute of Management (KIM), Muzaffarabad. KIM was initially established in 1990 as AJK Staff Training Institute (STI). It functioned as such till February 2003, with the basic aim to train officers and other cadres of the civil/public service of AJK; to enhance their professional skills. It was upgraded and re-designated as Kashmir Institute of Public Administration (KIPA) in 2003, on the analogy of National Institutes of Public Administration (NIPAs) operating in all four provincial capitals of Pakistan.
Develop KIM as a true Center of Excellence at the national level, in an environment where the government has a citizen-centric and citizen-driven approach towards governance. Develop KIM as a catalyst for the management of visible change by developing thinking solutions for complex 21st century and evolve robust and vibrant government organizations.
To develop a thinking Bureaucracy to solve complex problems in the contemporary world of Volatility, Uncertainty, Complexity and Ambiguity (VUCA). Free the spirit of public service from within the government functionaries and all other stakeholders in government to achieve excellence in governance with the overall goal of serving the citizens to their utmost satisfaction by providing world-class training and research opportunities. Provide opportunities to help develop professional skills and enhance the competencies of the civil servants and bring in good governance with core values to promote change, foster partnerships and ultimately lead to the final objective of citizens’ trust and confidence in the efficacy of the government".
Aims and Objectives of the Institute are as follows: To act as a Think Tank and Information Resource Center for the Government. To act as the Premier National Level Institute of AJK Government. To provide excellent training in the areas related to Leadership and Public Administration. To assess the training needs of different Government Departments. To design courses, determine curricula and their course contents. To organize Training Programmes, Discussions, Dissertations and Research Studies. To provide foundation or pre-service training to the fresh appointees (probationers).
