Message from the Director General

Dr. Muhammad Muqeem ul Islam, Director General Kashmir Institute of Management (KIM), Muzaffarabad, is a distinguished scholar and professional with extensive expertise in economics, public policy, and governance. He holds a PhD in Public Policy and Governance from the National Defence University (NDU), Islamabad; a NSPP-sponsored fellowship in Public Policy and Economists from the Blavatnik School of Government, School of Public Policy University of Oxford , UK; and an MPhil in Economics.

Dr. Muqeem brings over 25 years of exemplary experience in public sector training, policy development, and institutional reform . Throughout his career, he has played a pivotal role in shaping the professional growth of thousands of civil servants in Pakistan. His tenure at the National School of Public Policy (NSPP) and the National Institute of Public Administration (NIPA) stands as a testament to his dedication and impact in the field of public policy and management.

He served as Chief Instructor (BS-20) at NIPA Peshawar (2021–2025) and earlier at NIPA Islamabad (2014–2015). In these leadership roles, Dr. Muqeem successfully led dozens of long-term, promotion-related training programs for mid- and senior-level civil servants . He also delivered hundreds of sessions covering a broad spectrum of subjects critical to effective governance and policy implementation.

Dr. Muqeem’s areas of specialization span across Institutional Economics, Governance, Fiscal Policy , and Econometric Analysis , as well as Strategic Planning and Economic Development . He is well-versed in Project Management techniques such as PERT and CPM , and has extensively taught Public Policy Design and Implementation . His sessions on Critical Thinking, Leadership, Change Management, Total Quality Management (TQM), and Team Building have been widely appreciated for their practical relevance and transformative value.

In addition, Dr. Muqeem has made significant contributions to Technical and Vocational Education and Training (TVET) sector reforms, introducing innovation and policy coherence across institutions. His expertise in Negotiation and Conflict Resolution has further enriched the landscape of leadership development within the civil service.

Dr. Muqeem’s body of work reflects a deep and enduring commitment to institutional strengthening, citizen-centric governance, and evidence-based policymaking within Pakistan’s public sector.

As Director General at the National Vocational and Technical Training Commission during 2018-2021 (NAVTTC) , Dr. Muqeem led a transformative reform initiative to modernize Pakistan’s Technical and Vocational Education and Training (TVET) sector—demonstrating his capacity to drive impactful, citizen-focused reforms.

Dr. Muqeem is a prolific and influential researcher whose work has shaped policy discourse at national and international levels. Dr. Muqeem has developed several critical policy documents addressing industrial, economic, and sectoral reforms—providing actionable blueprints for sustainable development. His international experience—spanning more than ten countries and including training and lecturing in Turkey and Mauritius —further enhances his profile as a global speaker on topics public policy and management. He has also visited on official assignment to Qatar, Canada, China and Philipines.

Dr. Muqeem’s appointment as Director General is expected to further strengthen KIM's position as a leading institution in public policy, governance, and professional training, fostering excellence and innovation in the region.
